Bukele announces a military operation in Haiti and demands that gangs free the four Salvadorans
President Nayib Bukele on Wednesday posted a message in Haitian Creole addressed to the gang leaders who, he says, are holding four Salvadorans hostage in Haiti. He said the captives are not combatants but aviation technicians from the Salvadoran mission, which mainly carries out medical evacuations, and that they were kidnapped while returning from buying food. Bukele said a military operation to rescue them was launched that day and warned that action could intensify if they are not released. "Return our four compatriots to us alive, unharmed, and everything will go back to how it was before the kidnapping" (our translation), he said, according to the Spanish version reported by La Página and El Diario de Hoy. The four went missing after the October 18 ambush in the Santo area of Croix-des-Bouquets.
Assembly committee backs reports to toughen penalties for dangerous driving
The Legislative Assembly's National Security and Justice Committee on Tuesday issued favorable reports on reforms to the Penal Code, the Criminal Procedure Code and the Land Transport, Traffic and Road Safety Law, presented by Security Minister Gustavo Villatoro, Attorney General Rodolfo Delgado and Deputy Transport Minister Nelson Reyes. According to the Security Ministry, the reforms provide for prison sentences of up to 10 years for negligent homicide or injury, and up to 15 years when the driver is operating a bus or a cargo vehicle. Driving with any concentration of alcohol would count as dangerous driving, and these cases could no longer be closed through conciliation or mediation. The Deputy Ministry of Transport also proposes letting inspectors hold vehicles with dangerous defects and expanding technical inspections. The changes still have to go to the full Assembly.
